What does the second number represent?

Commission = sale × (percent ÷ 100); the other field shows sale − commission as a simple net-of-commission amount. Percent and sale are allowed to be zero; no tiered brackets.

Are tiered commission brackets supported?

No—one flat percent of sale only. The second line is sale minus commission, not a full accounting net.
